Groundbreaking Ceremony for new Helen Vine Recovery Center
San Rafael, CA. July 26, 2017
After more than three years of working to identify a new site, The Helen Vine Recovery Center (HVRC), Marin County’s only non-medical, residential detoxification facility serving low income and medically indigent clients, celebrated the ground breaking for its new home on Wednesday , July 12th, at 4pm. The new site is located just down the street from its current location on Smith Ranch Road. The groundbreaking ceremony was attended by several key partners and some elected officials, including Mayor Gary Phillips, Mary Sackett, aide to Supervisor Connolly, Tom Peters, CEO of Marin Community Foundation, Alisha Krupinsky, Director of Adult services with the County of Marin Probation Department , Jonathan Logan, Vice President of Community Engagement with Marin Community Foundation and David Speer, Facilities Planning and Development Manager with the office of the County Administrator.

Operated by Buckelew Programs, a San Rafael based non profit organization, Helen Vine Recovery Center provides safe detoxification from drugs and alcohol as well as substance abuse treatment. HVRC fills a critical gap in services by diverting clients from costly emergency room and jails to a facility where they can begin to recover. The center opened in San Rafael in 1999, after a coalition of parents, citizens, and members of the faith community called on Marin County officials to stop transporting people in need of detoxification from alcohol and drugs out of the county. In 2011, HVRC merged with Buckelew Programs. Last year, almost 1,000 Marin County residents received drug and alcohol treatment at Helen Vine Recovery Center.
The new facility was designed Frederic C. Divine Associates, a local architecture firm. A new, manufactured building will be constructed off-site and brought on to the site when the site work and utility connections are ready. The newly constructed, 5,675 square foot, 22-foot 2-inch tall building, will be located in the southernmost corner of Silveira Ranch where North Avenue and Smith Ranch Road (Silveira Parkway) intersect and terminate. It will accommodate 26 beds, a professional kitchen, storage, treatment rooms and recreational spaces.
The total cost of the project is currently estimated at $3,200,000. In collaboration with the County of Marin, Buckelew Programs has secured approximately 75% of the project budget to date through public and private partnerships and has launched a campaign to raise additional funds.
